Modern radio monitoring applications for radio frequency spectrum occupancy measurement

Here we propose an alternative approach to limitation of allowable estimation errors of radio frequency spectrum occupancy. In this report we have included some reasons why the use of absolute error estimation would be more practical. Also, we have proposed a set of steps to evaluate spectrum occupancy in accordance with the new recommended allowable estimation errors.
