Abstract
Multiband excitation coders (MBE) are capable of generating good quality speech at 4800 bps under both quiet and noisy conditions. A frequency selective MBE (FSMBE) technique combining MBE with a dynamic frequency band extraction algorithm is proposed. The aim is to reduce the bit rate down to 2400 bps without significantly degrading the speech quality
