  • Abstract
    The three network convergence, as an important part of network integration, causes great concern in the state and society. However, the three networks convergence is not only a technical problem, but also a matter involving the interests relationship among multiple entities, and their interaction has seriously influence on the implementation of related policies. This paper uses policy network theory to analyze the relationship among multiple entities in the three networks convergence and further to explore their influence on policy making and implementation in order to clarify the key link and provide suggestion for government to implement the network integration.
