Abstract
A unified approach focuses on estimation of statistical parameters at the transport service access points from the states and transitions of the service endpoints in the transport layer. Unlike previous methods, this approach emphasizes simplicity, efficiency, and the possibility of real-time analysis. Other possible applications of this concept are discussed, e.g. timer value assignment, end-to-end global rate or throughput control. On the basis of the proposed concept, much more sophisticated real implementations, in end-to-end bases, could be considered for existing computer networks and for future open systems and integrated services
