Abstract :
This paper presents a systematic design procedure, based on modal analysis and the study of controllability and observability measures, to place multiple power system controllers for power oscillation damping. An advanced linear power system representation is developed which allows for the computation of modal power and voltage deviations at critical locations of the system. This approach is used to identify the nature of oscillation patterns and provides important information needed in the application of power system controllers, namely flexible AC transmission systems (FACTS) devices. A location index is then proposed based on the controllability and observability measures of the augmented state model to allocate power system controllers. It is shown that the combined use of these methodologies allows for a better understanding of the inter-area phenomenon and the design of power damping controllers. The proposed methodology is applied to allocate SVCs in a complex power system of longitudinal structure, which exhibits two critical inter-area oscillation modes
