Abstract :
In order to solve the complexity of the evaluation process of the urban water supply performance and the drawbacks that data envelopment analysis (DEA) can not be re-sort for effective decision making units, a supper efficiency-data envelopment analysis (SE-DEA) model based comprehensive decision-making scheme for the urban water supply performance is established and a set of options to reflect the core attributes of the urban water supply performance of the comprehensive evaluation indexes is given. Meanwhile, a comprehensive sorting and optimal selection of decision making units are achieved. by using the delphi method to deal with qualitative indicators, it effectively reduce the artificial and increase the credibility of qualitative data. Simulation results show that the evaluation model theory is clear, simple and the evaluation result is scientific and feasible.
