Abstract :
Taiwan Stock Exchange enabled sound market measures, strengthened the service and management of IT systems and increased international competitiveness. We take a closer look at the timing of seasoned equity offerings (SEO) in Taiwan and find that issuers do not respond to stock returns. High stock returns trigger equity issues when coupled with strong demand from insiders.
