Abstract :
In this paper we provide a framework for ensuring QoS in IP networks which are built on top of an ATM network. Our work starts from the observation that most applications which are developed for use on the Internet have been shown to work very well under the unloaded condition. The soft-real-time constraints can be met by keeping the traffic load low. That is, we can successfully deliver a very high percentage of packets within a certain delay bound if we do not fail to maintain the traffic load at the preplanned range. Motivated by the above, we designed a dynamic load control algorithm which resizes the link capacity or adds new links when needed. We assumed an IP network whose routers are interconnected by soft-configurable permanent VP connections thus we can reconfigure the links very flexibly
