Abstract
In order to protect the home ocean marine market, marine country governments all over the world, especially in the developed marine countries, have taken more indirect and hidden form of protection barriers. This paper analyzes both the characteristics of the green barriers and their mechanism in international marine services trade at first. Then it puts forward a green barrier model and analyzes the operation of the green barriers based on the model, which can be a beneficial reference not only for the policy-makers to build up the marine admittance standards but also for the managers of marine enterprises to make corresponding decision timely.
