After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper describes the research and practice on long-term guarantee system of teaching quality in local colleges. Construction of long-term institution, firstly, it needs develop teaching quality standards in every aspect which must be completely specification, scientific and practical; secondly, it also need to build an efficient, perfect teaching quality monitoring and guarantee system. In this operation, in order to be sure the quality of teaching improved steadily, it focuses on management philosophy which emphasis on “people-oriented”, and finally formulate a self-management, self-discipline, self-improvement teaching quality monitoring and long-term guarantee system which is characterized by “Five System” including student ratings of teaching system, teaching supervision system, teaching guiding system, teaching evaluation system, teaching incentive system and so on. It has made sure the quality of teaching improved steadily.
