Abstract
The encoding mode selection issue in a multimode block based video coder is addressed. An adaptive strategy is proposed which exploits interframe correlation to achieve low bit rate coding while maintaining the image quality. Interframe intensity matching is proposed to minimize `Intensity Blocking´ in selecting the encoding mode. Further bit rate reduction is achieved by nonuniform weight assignment in different encoding modes. The proposed strategy has been integrated with the ITU-T H.263 video coding standard. Promising results in reducing the bit rate and blocking artifacts are obtained when compared with the test model (TMN 6) of H.263
