Abstract
Transmitting video for the purpose of video conferencing channels that have a degree of uncertainty about their instantaneous bandwidth handling capabilities poses many problems with which traditional video conferencing algorithms are ill able to cope. This paper investigates the idea of coding for a channel that has a variable but known guaranteed proportion of bandwidth which is often lower than the actual instantaneous bandwidth available. The ideal properties of an algorithm designed for this sort of channel are investigated and an algorithm that is easily implementable in hardware or software is proposed and its preliminary performance indicated
