The focus of China´s graduate student education policy has shifted from scale-enlarging to quality-improving. Bearing this change in mind and based on advanced experiences learned from external quality assurance system for graduate student education in developed countries, this article proposes detailed measures for ensuring quality of graduate student quality, serving as a guidance for establishing a quality assurance system for graduate student education.
