Abstract :
This paper intend to introduce a new concept of federative SCADA systems based on cooperative systems, which assure not only the functionally augmentation of individual system by integration, but ensure the global tasks of the federation as required by the envelope model. It presents the concept, the structure of the federation, the services offered and their analysis. The federation addresses different technologies, that can pros-pectively be exploited in order to carry out the integration among several SCADA systems. The proposed federative SCADA architecture components are various interconnected by nature heterogeneous SCADA systems, used for the management of water resources implemented in different companies like Urban Water Supply and Sewerage, Hydropower Plants, Environment Assessment, Meteorological Agency, that operate with several common information. The authors efforts were focused on elaborating of certain strategies for all stand-alone SCADA systems integration, providing an added value by sharing the interoperability of the resulted enhanced-system, time-critical processing which can meet the QoS requirements and synergy among independent systems, to achieve the desired overall system performance. The topic of coordination and interoperability involves system of systems (SoS) approaches.
