With the global "low-carbon economy" booming, energy conservation and emission reduction on tourism is a focus of global concern, because tourism is the important sector of carbon emission. Many tourism regions have proposed the measurements of energy conservation and emission reduction. Research on tourism emission reduction also began to rise. However, energy conservation and emission reduction on tourism is still in initial stage of development, it encountered many barriers, such as tourists\´ knowledge on emission reducing, measuring of energy conservation and emission reduction, the effectiveness of energy conservation and emissions offsets plan and so on. The paper analyzed these barriers in detail and put forward a series of measures. The results could provide theoretical guidance and advice on the development of energy conservation and emission reduction on tourism in China.
