  • Abstract
Financing has become the bottleneck of SMEs´ development. The introduction of the Real Right Law has conformed the need of the economic development, enlarged the range of the collateral, especially, added the floating mortgaging system. In the aspect of pledging, it has cleared that the accounts receivable can be pledged. And, it has stressed the real right publicity principle, strengthened the registration of the movable property security and the right pledging. These will greatly facilitate the banks´ enthusiasm of loaning to the SMEs. However, it isn´t enough if we use the Real Right Law alone, we should reform the banks´ monitoring pattern, and arouse our attention to the SMEs fundamentally.
