After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper reviews the basic method in dealing with the urban traffic of China´s metropolises. It analyses of fundamental problem of urban transport development in-depth. Then we give some advantages depending on building underground road network to solve these problems in center district of plain metropolises. After analyzing, we proposed that, to achieve this goal will require study and solve urban planning, disaster prevention, anti-corrosion and other key issues. The result provides new thoughts for the urban traffic development in center district of plain metropolises.
