Model of compliance behavior is built based on system dynamics and safety management theory. Effects of different safety management measures on compliance behavior are simulated with production pressure. The simulation results show that management safety enforcement is not effective on safety alone with higher production pressure. Safety priority is the most effective policy and accident learning can be the complementary strategy.
