With the rapid development of China´ higher education presently, the phase for elite education over the past half century has been evolved into another phase for public education. Most of the local undergraduate colleges are newly established and with very short history, since many of them were transformed from their former college schools. These newly formed colleges have to adapt to the requirements of new circumstances and have to deepen the education reforms in the respect of school running directions, teachers team composition as well as discipline constructions etc., with which the aforesaid colleges can be managed in their own characteristics.
