Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

According to the existing laws and articles in China, and for the reason that teachers are not equal to normal laborers, the labor relation of the teachers in independent colleges is the relationship of employment. They should sign the contract of employment, instead of the contract of labor. So the labor relation of the teachers in independent colleges is not interpreted under Labor Law or Labor Contract Law.
