This paper discusses an empirical study on equalization level of basic public service in China from both regional and urban-rural dimensions, applying bivariate decomposition of Theil Indexes. This paper investigates that there is an improving tendency on the equalization level of Chinese basic public service in recent years, but the inequality, between regional or urban-rural, is different. By comparison, the inequality level of basic public service between urban-rural is more serious. The equalization level of basic public service between urban-rural in eastern region is higher than central and western region, and the equalization level of basic public service among regions in urban area is higher than rural area. Analysis showed that the realization of basic public services equalization is restricted from fiscal ability and preference of government. All the investigation demonstrates an orientation how fiscal policy should be used.
