After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Machine tools industry of Liaoning province plays an important role in China. Shenyang machine tool Co. Ltd and Dalian machine tool Co. Ltd delegate the highest level of Chinese machine tools enterprises. The paper analyze the technology innovation of machine tools industry of Liaoning from the industrial chain view. The core problems of machine tool industry of Liaoning province are short of the core technology and the industry chains are “low-end locked” and etc. Through analyzing the problems, we construct the industry chain upgrade patterns such as “demand pull pattern”; “the spreading development pattern” “merger the foreign enterprises”. And put forward the proposal to upgrade the industry chain of Liaoning machine tool industry.
