Abstract
This study deals with a resource assignment modelling approach into a multiproject management context. The approach divides the resource assignment complexity into three modelling levels: the structural one, the qualitative one and the quantitative one. Each level deals with one main constraint and uses appropriate modelling tools. A summarizing measure of an average agent treatment load factor is introduced to balance the agent plan
