Summary form only given as follows. Two basic principles, principle of increasing relative effort and principle of no-progress, are proved for those companies who try to make their technology level dominant to their rivals or competitors. The hierarchical structure is provided to select the best technology strategy by a series of algorithms and iteration procedures. Some examples are used to describe the detail operations for this hierarchical selection model
