  • Abstract
In order to study the traffic flow characters in urban road section under the condition of ice and snow preferably, this paper collected the observation data of traffic flow in winter of 2008 and 2009 in parts of main roads of Changchun, China through the method combining the video observation and manual survey, and the regression model of traffic speed and capacity of urban road section was established under the condition of ice and snow. Compared with the recommended value of HCM2000, the ice-snow has greater influence on running speed and the section capacity, the decreased degree of which on ice-snow section were obviously different under the condition of different snowfall, which was divided into light, small, moderate and heavy. The investigation results show that the speed was decreased by 20%~45%, and the capacity was decreased by 7%~30%. The conclusions will be beneficial to making control measures and adjusting management strategy in time.
