Abstract
A model is proposed which integrates goal programming, the analytic hierarchical process, and the Delphi method. This model allows managers to systematically identify the strategic goals of the organization and set priorities among them, generate product/service alternatives for achieving these goals, evaluate product/service alternatives and select the most promising, and allocate funds among those alternatives. The application of the proposed model is illustrated through a hypothetical example
