Abstract
This paper discusses the defects of the long-term average cost curve method, as well as the advantages and defects of the multitarget synthetic evaluation. It presents a multitarget synthetic evaluation based on neural networks, and determines an economical scale using the method. The simulation result demonstrates that the method is satisfactory
