Abstract :
The low-carbon-emission-based energy plan is carried out for a demonstration zone in Hunan Province. GDP, Elasticity Ratio of Energy Consumption and some other critical data of Energy Planning are discussed to determine the carbon emission planning. Technical solutions are suggested based on the evaluation of natural resources and return of investment. Results show that the relation between GDP and energy consumption needs further research under low-carbon-emission economical construction. And the suitability of different low-carbon-emission technologies need detailed consideration for different area.
