Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Emergency response capacity is defined as the comprehensive capacity of minimizing the casualties and property losses while governments and relevant departments dealing with interfering events. The purpose of emergency response capacity evaluation is to promote the construction of emergency response capacity, direct the routine work and improve the efficiency of emergency management. Through comparative analysis with research and review on domestic and international classification and evaluation methods, the multi-layer emergency response capacity evaluation system is established which is constituted of 5 first level indicators, 38 second level indicators and 95 third level indicators. Through analytic hierarchy analysis, the weight of first and second level is determined. Therefore, the policy proposals of increasing the overall emergency response capacity based on key indicators are brought forward.
