Abstract :
The ultimate goal of achieving high quality video streaming across IP networks requires the ability to deal with varying network capacities. We have implemented a fast Motion-JPEG2000 stream parser to allow scalability in spatial resolution and video quality. This parser can be installed on network branching nodes as a network service to minimise network usage for multicast applications. A rate control scheme is proposed to work with the parser in order to improve the quality of video streaming when the network is congested. The rate control can gracefully reduce the encoding bitrate without corrupting the bit stream, achieving a greater perceptual video quality.
