  • Abstract
    In many crisis response-organizations it is hard to implement new technologies. Even if implementation is successful there is no guarantee that such systems will be accepted and used sustainably. Implementation of ICT systems across crisis-response organizations is virtually impossible. Implementation of ICT-systems in such settings is commonly achieved with coercive power and a great deal of pain and effort. When implemented such systems tend to be underutilized and not very helpful where coordination of activities is concerned. In this paper we show, through a discussion of a number of case studies, organized and researched in the period 2004 to 2008, how we were exploring on a case by case base new ways to integrate ICT applications that would help to coordinate crisis management operations across crisis-response organizations.
