Abstract
This paper deals with some of the numerous problems the national and regional telecommunication operators (PTOs) in Russia currently are facing when designing and developing their telecommunication networks. The second section describes the present situation in terms of sector organisation, existing network, and service income. The following sections elaborates on the main problems for an overall network development in the country, such as lack of investment resources and the attitude of private investors. The fifth section discusses different approaches on how to start and the last part sums up the main challenges the operators are facing.
