Abstract :
Human activities to regional forest fire have both positive and negative impacts. The negative one is mainly the source of forest fire, including productive fire and unproductive fire. The positive ones include manpower, resources and funds, popularization, population quality and the construction of shelter belts. Analysis and evaluation on forest fire danger by human activities based on spatial analysis of GIS, resulted that the negative forest fire indicators of human activities were like burning the grass on waste land, broadcast burning and preparation for forestation, visiting grave, tourism and common activities, while the positive indicators include input of manpower and fund. Weight of indicators was verified by using the improved method of level analysis, the measure algorithm of indicators value was realized through the definition of rule, and evaluation model of addition synthesis was established, and the technical platform and the system were constructed by C# and ArcEngine, based on SQL Server, and were proved in experimental area. The result shows intuitively to the policy-maker in the form of the fire hazard rate division map, to assist decision-making.
