Abstract
In this report, the authors analytically consider the electrophysical properties of the dense near-surface electron layer (NEL) at the boundary of a metal with a vacuum. The peculiar feature of the system under consideration (emitting material surface and near-surface electrons) is that its electroneutrality is only algebraic. The space above the emitter surface filled by the thermoelectrons medium and at the surface formed the excessive positive charge which creates the electrostatic field Es stabilizing the system
