  • Abstract
In this paper, we propose a method to measure perceptual quality of compressed video with the MPEG kernel algorithm. The measure method is computable and based on HVS, image contents and fuzzy methods. The key of the method is to compute the visibility threshold. The paper analyses the visual properties and the video features, which are related to image quality metric. We design the architecture for measuring perceptual video quality. The elevation factors for visibility threshold are calculated based on fuzzy perceptual PSNR, or PPSNR is proposed for a measure of compressed video
