Abstract :
VBR MPEG-2 video coding and hierarchical video transmission are discussed. A new data partitioning scheme based on frame coding type is proposed. Experiments have shown that this new scheme can not only reduce the bandwidth requirement of base partition, but also smooth its bitstream and reduce fluctuation
