After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The paper uses the research means of numerical simulation for the current environmental pollution problem of the ocean dumps from offshore industries, which is concerned by the coastal countries; it adopts ECOM 3D Water Quality Model for the 900,000 ton Pulp, 450,000 ton packing boards and 450,000 ton cultural paper of Stora Enso Guangxi Forest-Pulp and-Paper Co., LTD; and it has carried out the simulation research on those projects´ influence on the environment of sea area.lt places emphasis the effect on wind-driven current to the pollutant diffusion, the factors include the size of the wind-force and different waste water movement at different depth and different mixed conditions. These changes will affect the vertical limitation, waste water diffusion and seasonal differences.
