Water resources are the basic resources to support the urban areas economic and social development. In 2009, State Council approved construction of Xi´an City in Shaanxi Province to an international metropolis. How to protect water resources in its economic prosperity and social development is essential. This paper will analyze Xi´an development and utilization, problems of water resources, and then put forward strategies and recommendations to guarantee for sustainable utilization of water resources in Xi´an.
