    In 2009, China government announced the target of reducing its CO2 emission per unit GDP by 40 to 45 percent in 2020 compared to the level in 2005, and promoted the development of low carbon economy actively. The method of accounting CO2 was established based on IPCC´s carbon emission factor and oxidized carbon ratio, and actual conditions in China. Then take Sichuan Province as an example, the CO2 emissions of energy consumption from 2000 to 2007 was analyzed. Meanwhile, scenario programs were established and applied to analyze the reduction of CO2 emission. The analysis results showed that coal was the main energy source in Sichuan Province, the CO2 emissions in 2007 was 236.29 million tons, accounting for 3.89 percent of total emissions in china, and it would unceasingly increase. CO2 emission per unit GDP showed a descend trend generally, the annual average decline rate was 7.75 percent from 2003 to 2007, but the gap was obvious compared with developed countries. Three scenario programs all could achieve the reduction target, and the reduction rate was the largest in appropriate development scenario, CO2 emission per unit GDP in 2020 would decrease 49.75 percent compared with 2005, it could complete and overfulfil the reduction target that issued by the State in 2009. Finally, suggestions of CO2 emission reduction and low carbon economy development in Sichuan Province were proposed according to the analysis results.
