    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    The study provided one assessment of the costs and benefits associated with the implementation and operation of HACCP in the Chinese food enterprises. Although the most regularly mentioned costs of both implementing and operating HACCP were associated with staffs, the major costs were still relatively tangible. Enterprises did derive benefits from implementing HACCP system, but still a significant minority, especially the small sized, indicated that some benefits were lower than the expectation. The results also revealed the differences of costs and benefits among different sized enterprises. The results suggest that policy-makers should take the differences due regard when formulating regulation and/or supports as part of measures designed to promote HACCP adoption.
