After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Through network communication technology, mobile equipment could interact about data with server. Because download of unimportant data occupies network broadband, download of user´s desired data lasts for a longer time under given conditions of network broadband. It is particularly important that how to make equipment preferentially download valid data in customer´s demand. First, create a queue which stores data download request. Then, let the overdue data request be removed from queue, the new data request be filled in queue and the request be sent to server in the order if users need new data. According to the method of users´ dynamic behavior filling queue, the data request required download makes equipment provide the desired data for users. Through removing temporarily unused data from queue, keeping the queue length is not too long so as to avoid affecting performance. Users will get equipment response as soon as possible by timely giving part of download data to users.
