  • Abstract
    Whether the key construction projects´ progress is ongoing expectably or not will have important influence on the economic development. Aiming at the supervisors´(Microscopic level) insufficiency of the ability in grasping the project progress deviation, based on the balance theory, using the modern computer technology, utilizing the Delphi method and interval estimation method, the paper constructs a progress deviation surveillance system of the key construction projects in the macroscopic level(implemented by official organizations), which will provide powerful safeguard for completing these key construction projects.
