  • Abstract
The new higher learning educational system proposed for east-European countries is divided in three main stages: bachelor, master and doctoral degrees. This system demands a new approach which must take into consideration the common ground of different higher learning systems, the specific characteristics of pre-university learning system and the local particularities of the regional and national electronic industry´s environment. Taking into consideration a system behavioral approach, the first goal of the paper is to extract the parameters of a particular educational system, in terms of inertia, resistance and time delay. Next step is to define the adapting process from the point of view of the system: classification of competencies required for the alumni in every stage of education, the very means of implementing these competencies at the level of electronics technology education and evaluating impact on the educational system. The paper also proposes a new model of these interactions along with statistical data results from the training process of 2002-2003 and 2003-2004 years of study, where the results were obtained by applying the proposed methods and model without an effective enrolment in the fore coming new educational system.
