Abstract
A new QoS routing scheme based on service resource provision balance for ensuring QoS is given in this paper. The resource provision is monitored by utilizing QoS fluctuation function (QFF), which is a new tool to manage the distribution states of networks service resources such as bandwidth and buffer. The QoS routing scheme is equipped with a QoS monitoring mechanism. Simulation shows that the scheme support the stabilization of QoS and can control the network overload.
