The design of steam system controls for any cogeneration plant configuration require informed consideration of many issues. When that configuration involves steam export to an external user, the implications of those considerations, in operational terms, can be greatly magnified. This paper advances a holistic approach in the steam control system design by proceeding through a mix of issues and case studies of practical applications from the industry
