  • Abstract
    The paper firstly poses the concept of non-equilibrium Internet action based on studies of complication in Internet system, analyzes its statues, functions and significance in Internet management, and formerly provides a skeleton of Internet action quantity analysis. The problems of Internet active simulation and control are studied according to the system self-organization theory, and from the non-equilibrium Internet system point of view. The rules of the Internet action from existence to evolution are analyzed using the theories. With the coordinating quantitative convey method, the paper concludes with a depicting systematic construction of Internet action describing, and we have acquired a series of macroscopic Internet simulation and control mathematics models upon Internet action studies. Thereafter, this paper is valuable on theoretical aspects, and has current significance as well.
