Abstract
The military communications environment can be very challenging with high speed platforms, intentional jammers and other sources of noise. This harsh noise environment with burst communications is costly in time for reacquisition. Scale time offset robust modulation (STORM) offers an alternative to time consuming coherent demodulation and alignment and is compared with delayed reference modulation, another non-coherent demodulation technique. STORM is illustrated to be robust in these noise environments and can function as a supplemental or stand alone modulation scheme
