Abstract
This paper proposes a method of allocation for congestion cost in the bilateral transaction framework based on Aumann-Shapley value. The method uses the A-S value of an infinite number of players in the league game, considering the situation of each congested line decreasing the power at the same time, and it is more accurate and quickly to calculate the congestion cost for each transaction through the quadrate formula. A numerical example shows that the proposed method is fair, reasonable, and the error is small, making it easily to allocate the congestion cost directly to each transaction.
