Abstract :
In this paper, we present a two phase RAT selection strategy based on network load and SIR for CDMA-OFDMA heterogeneous networks. The strategy divides the RAT selection into two phases. The functionality of the first phase is to balance the network load while the second phase aims to improve the downlink SIR. The analytical expressions of the parameters used in the proposed strategy are derived and the performance is evaluated by numerical simulation. The results are presented in terms of downlink SIR outage probability. It is shown that this strategy can not only balance the network load, but also improve the SIR significantly.
