Abstract
A public project evaluation approach from the perspectives of the stakeholders satisfaction and economic, social and environment impacts is proposed. The evaluation system of the stakeholders´ satisfaction is comprised of the dimensions of stakeholders´ information, expectation, actual perception, complaint and trust. The social, environmental and economic benefits and disbenefits of the project stakeholders are analyzed to establish a multi-criteria evaluation hierarchy. And then an evaluation model is constructed and solved based on AHP (analytic hierarchy process) method. The two alternatives of Henan TV tower are evaluated using the proposed method to illustrate the method.
